Well, it was done intentionally and there is no way to change this behavior.

But in html version(http://extra.amcharts.com/editor/radar/) the axis labels showing above the graph.
Is any way to do it in flex version?

2) The requirement will not "solve" by just purchasing the license with source code. You will need to modify the source yourself first. However it will include full source code. No hidden parts. So you will be free to do whatever modifications you see fit.
